I would suggest a scraper. Remove all of the popcorn and repaint the ceiling. Popcorn ceiling are dated and you will be surprised at just how good your ceiling will look without it.
I agree that a spraying would probably be the best method, though a plush roller would work. As far as cleaning, if the ceiling is stained, perhaps by water, a product called Kilz sprayed on first would prevent the stain from coming through. I wouldn't even try to clean it. Good luck!
It would be difficult to clean a popcorn ceiling, but as far as painting, yes, I too would use a plush roller.
sprayer is good idea but will take too much time to mask off, paint with good nap roller using short strokes about 2 foot at a time.
Spraying works the best. If you have to roll it, use a thicker roller (3/4 nap) and keep a lot of paint on the roller. You may lose some of the texture, but it should be ok It's a tough surface to clean, you can use an air compressor to use air to spray off the dust and cob webs.
If there are water soluble stains like cigarette, you will have to use a primer sealer or the stains will bleed through. To clean, I would use the horsehair brush attachment of a vacuum cleaner. I would also use a product that you mix into the paint called floetrol, whether you spray, or use a fluffy roller. The floetrol helps the paint lay down onto the surface.

If you wash it, you'll wash away the popcorn. If there's a certain way of washing it, I wouldn't know.
Sounds right about using a plush roller. However, I've been wrong before.
