How do I best paint/stain a concrete carport. We are selling our house, the paint has peeled in the past.?

We are wondering about using the rustoleum stone effects product? It's a large area that is partially exposed to the elements. We have primed and painted in the past. Also tried the stain. nothing seems to stay for long. How do I best paint/stain a concrete carport. We are selling our house, the paint has peeled in the past.?
Rustoleum Stone Effects product info:

is a 3 step water based product -- not epoxy based as some people report -- their confusion is the epoxy covering used over this product on counter tops.

Rustoleum Stone Effects would be an expensive solution -- material is costly -- time consuming to apply the Step 2 material with a trowel.

The fact that you have paint on the carport is a problem -- if it peels then anything put over it will also be gone -- you should use a paint stripper to remove the old paint and etch the concrete before applying a new covering. Home Depot has epoxy based garage floor paint with decorative paint chips that you may like -- much more economical than Rustoleum Stone Effects. How do I best paint/stain a concrete carport.
