Landlords are required to make rental property safe -- not pretty. They are under no obligation to spruce up the apartment with paint, or carpeting, or anything else. Well, it is his property. You probably have the right to look for another apartment.
But, some cities have rental ordinances that require rental properties to be maintained at a minimum level. Your municipality might have an ordinance like this and perhpas it would help you.
Your landlord is only required by law (absent any local laws) to make repairs insuring the building is habitable. Should your apartment only need painting for cosmetic reasons you are likely out of luck, however if the paint is peeling or cracked severely this may fall under being unhabitable and the landlord should be required to make repairs.
